HOW TO MOVE TO ISRAEL

HOW TO MOVE TO ISRAEL

Just like Moscow, Israel is the city that people keep coming to, but it can’t fit everyone. If you do not have Jewish or Jewish roots, i.e. relatives, you are not the spouse of an Israeli, you are not a child and not a grandson (granddaughter) of the court, then you cannot get permanent residence in Israel. For those who still want to move to a place where the sun shines 360 days a year, i.e. in Israel, consider the various possible options for moving.

REPATRIATION

The easiest way to become an Israeli citizen and move here for permanent residence is repatriation based on the laws “On Citizenship” and “On Return”. Citizens of Jewish nationality up to the third generation can apply for repatriation, representatives of the fourth generation can only move up to the age of 18 with their parents. Those who have Jewish roots must sign up for a consular check at the Israeli embassy in Russia or another country of origin, after filling out a questionnaire for all those leaving, and collect all possible documents confirming kinship: from birth certificates of grandparents to work books, party , trade union tickets, USSR passports of parents (if you are leaving Russia), where there was a nationality column. If you have any problems with the selection of documents, then you can contact the archives, it is better to do this with official letters through the registry office, and not with a personal letter, because. an official request will be answered accurately. When all the documents are sent and accepted by the consulate, you will have to wait for some time until you are invited for an interview. Sometimes a call can occur even a year and a half after the application is submitted. Very long lines. After a consular check, if you are given a visa, then within six months you leave for Israel. You can do it yourself, or you can do it with the help of one of the agencies that provide support to repatriates, for example, “Sohnut”

If you have problems with proof of nationality, then a DNA test is possible, but only if you have close Jewish relatives already living in Israel. Based on a court decision, a test is conducted, and if you receive proof of kinship, then “welcome to the promised land!”

CITIZENSHIP OF ISRAEL THROUGH MARRIAGE

Moving to Israel through marriage is possible in two cases: if the couple has been married for more than a year, and if one of the spouses is Jewish and has the right to repatriate. If you live in another country, get married there, and if you already have children, in any case, repatriation conditions for the entire legal proceedings. If you do not find proof of divorce, this may lead to the registry office or other organization issuing such documents (if you are not in Russia). If you are not a Jew (Jewish), you are supposed to marry an Israeli citizen (citizen), then you can go through several stages of the legalization procedure. The process is not fast! The procedure is called STUPRO and lasts 5-7 years! In this case, you can be in a civil marriage and start receiving. Can register a marriage in the country where the future spouse lives – not a Jew. Register marriage in the Czech Republic, Denmark, Spain and Cyprus. If everything is really bad, the future spouse cannot leave their country, that is, there are two places where they are transported in the event: in Paraguay, you can register a marriage with one of the parties, and in El Salvador without any supervision of future spouses. In Israel, only religious marriages are registered.

Depending on your status, the package of documents for passing the STUPRO procedure will be clear. In this article, it does not matter to list them, since each case is individual. In addition to submitting documents, you can go through several interviews. The main thing is to be patient and have a strong intention. The application for the start of the STUPRO procedure is submitted by the spouse who lives in Israel. And only after the first simultaneous interview, which will be held at the Ministry of Internal Affairs, the second spouse can enter Israel. But, as with anything, there can be exceptions. Sometimes you have to seek the help of experienced lawyers in order to properly investigate the process.

And further. In no case do not count on obtaining Israeli citizenship through a fictitious marriage! Don’t even try! The Ministry of Internal Affairs assumes a very high accuracy (up to photos in the phone for many years). At the slightest suspicion that the marriage is fictitious, the foreign applicant will be deported..

CITIZENSHIP THROUGH “FAMILY REUNION”

Only a few categories of people who do not have Jewish roots can apply for citizenship and permanent residence in Israel. Widows or widowers of Jews. Elderly parents who are not Jewish. Minor children.

Jewish widows or widowers can apply for Israeli citizenship if they do not remarry. These people must prove that all their main interests and the center of life are concentrated in Israel, where their children or grandchildren live. That in the country where they are currently located, for example, in Russia, Kazakhstan, Ukraine, they have no global interests left, they no longer work there and spend a lot of time in Israel.

Elderly non-Jewish parents can apply for Israeli citizenship due to the fact that in the country where they live, they do not have the opportunity to live independently due to illness or age. That they have no other relatives and guardians, except for children – citizens of Israel. The Ministry of Internal Affairs of Israel examines each application very carefully, and is especially meticulous about those who are divorced from a Jewish spouse, or were married after the death of a Jewish spouse.

Minor children of foreign spouses must undergo STUPRO together with their parents. If the child was left in the care of some guardians, and then a parent living in Israel decided to take them to him, the Israeli Ministry of Internal Affairs may have a question: if the child lived with a guardian, then why should he not stay with him until the age of majority? Of course, exceptional situations are allowed. Suppose a Jewish father divorced a foreign mother of children, and she fell ill or passed away, the children were with other relatives for some time, and now the father wants to take the children to him – of course, in such a situation, the state will meet him halfway. Sometimes it happens that the child will not be granted citizenship (if, for example, not the father, but the stepfather is Jewish), but in this case, the status of permanent residence with the guardian-stepfather is possible.

WORK VISA

Another way to move to live in Israel is to get a work visa. To do this, you need to contact the Ministry of Internal Affairs – a potential employer must submit an application for you to the Office of Population and Migration. If permission is obtained, then it is transferred to the consulate of the country where you are located, and by providing all the necessary documents, you can get a visa within 10 days. For foreign citizens employed in Israel, there are certain requirements: age from 25 to 55 years, the absence of relatives living in Israel. A visa is usually given for a year, then an extension is possible. Required documents: a certificate of non-conviction, a medical certificate of a certain form, a photo for documents, fingerprint samples, a receipt for payment of state duty.

It is also possible to find a job in Israel on one of the social programs. In these programs, a work contract is drawn up for up to eight years. Usually nurses for the elderly or sick people, nannies for children, cleaners, maids, au pairs, nursing home and hospice workers are usually required. Most often, this is living with employers – in a house or apartment. Such a contract also includes medical insurance, vacations, days off, meals for the employee. There are certain requirements for such employment: age not older than 55 years, decency and kindness, diligence and responsibility. Most often, such work is offered to women. Applicants pay a fee for such employment – about a thousand dollars.

There is also an option to find a job in Israel, being here on a tourist visa. If you manage to find a job during your vacation, the employer proves to the authorities why he needs to hire a foreigner, and not an Israeli, and concludes an employment contract with you, you can legally stay in Israel. It is best to look for work in large cities: Tel Aviv, Jerusalem, Haifa, Ashdod, Petah Tikva, Rishon LeTsiyon. More jobs, more vacancies.

REFUGEE STATUS

The Ministry of Internal Affairs of Israel has the right to consider applications for refugee status. The ministry has a special unit dealing with this issue – RSD. It can approve or reject applications for asylum in Israel. The State of Israel complies with the UN Convention and the rules of the International Protocol relating to the Status of Refugees. You must apply to the Ministry of Internal Affairs no later than the year of your stay in Israel. If you are late by this deadline, the issue will definitely be decided not in your favor. When applying, you must provide fingerprints, personal information about yourself and contacts. You will undergo an interview where you must prove that you left your country due to a well-founded fear of persecution, which includes persecution on religious, ethnic, racial or political grounds. The interview will be conducted in your native language. After two interviews, if the application is not rejected, the documents are submitted to the Commission for further consideration and decision. In addition, all information about you will be transferred to the Israeli police, the army and the Shin Bet unit, so that they will give an opinion on whether you represent a danger to the state. It is not worth asking for asylum for reasons that at first glance seem important – military operations, hunger or inadequate living conditions – it is not worth it, because. you can live in another region of your country where the conditions are different.

It is worth noting that the State of Israel does not grant asylum to citizens of such countries as: Iran, Iraq, Yemen, Lebanon, Egypt, Saudi Arabia, Syria, Jordan and Afghanistan. After your application is approved, you are granted refugee status and a 2A5 visa is issued. The visa is given for a year with the right to extend. If circumstances in your home country have changed for the better and you are no longer in danger of being persecuted, your visa will not be extended.

CONVERSION TO JUDAISM (GIYUR)

In the life of people there are different metamorphoses. Sometimes a person changes religion. A Christian can become a Muslim, a Buddhist can become a Catholic, an atheist can become a believer – there are many options. Sometimes people convert to Judaism, which allows them, not being Jewish by nationality, to become citizens of Israel. But everything is not as simple as it seems at first glance. Now let’s try to tell you how to do it right.

Any claim from a new convert goes through a thorough scrutiny. Preference is given to Orthodox Judaism over Reform and Conservative. But the Israeli Supreme Court banned the Ministry of Internal Affairs from discriminating against Jews because of belonging to a particular religious denomination. The convert must be an active member of a recognized Jewish community before and after Conversion, or have completed at least 350 hours of training in Jewish culture and religion. Documents must be submitted for active participation in the life of the recognized Jewish community. The following documents will also be required: a certificate of conversion, a statement from a convert explaining the motivation for conversion and participation in the life of the Jewish community, a letter from the rabbinical court on the letterhead of the Jewish community describing the details of the conversion, a letter from the head of the Jewish community where the convert lives, on letterhead, with description of his participation in the life of the community. The state is also obliged to consider foreign Conversions in the context of repatriation and the application of the Law of Return. Not so long ago, a precedent was created for the recognition of a private Orthodox Giyur rabbi, Karelitz. True, the Ministry of Internal Affairs has another criterion that defies any specific description – they can recognize Giyur as “insincere”. The basis is the feelings of officials. The Supreme Court of Israel, where you can appeal such a decision, can take either side – both yours and the officials. One thing is clear – lying here is not recommended!

WHAT WILL NOT HELP

Business, investment in the economy, buying real estate, as in other countries, in Israel will not give you the opportunity to obtain citizenship! If you have a share in some Israeli company and you want to live in this country, then you must prove the impossibility of delegating authority and, after that, get a work visa. But it will never become the basis for obtaining citizenship. Do not believe those who write that they will help you obtain Israeli citizenship for the reasons listed above in this section. These are scammers! Before deciding to move to Israel, it is necessary to carefully study the legal possibilities of moving. At the same time, you must remember that any documents and words are carefully checked. People who entered the country on a tourist visa and try to stay illegally are found and deported. There will be no second opportunity even to enter the country legally.

I would also like to draw your attention to the fact that permission to enter any country is accepted by the border service on the spot, even if this state has a visa-free regime with the state in which you live. For example, in order for an unmarried young woman to enter Israel, it is necessary to have a return ticket, an invitation from relatives or friends, or a concluded and paid contract with a travel company. Otherwise, when crossing the border, there may be problems. The state does not like it when people stay, engage in illegal activities, and they need to be found and deported. In our opinion, we have told you about a sufficient number of legal opportunities to move to Israel. If you have a serious intention, then everything will work out! And we wish you success!
